WSIS ASIA REGIONAL CONFERENCE

The WSIS Asia Regional Conference in Tokyo, Japan from Jan 13 - 15, 2003. The 3rd of 4 Regional meetings, the official outcome was the Tokyo Declaration . All regional declarations would be subsumed into the draft Declaration of Principles for Prep-Com2 (Geneva 17-28 Feb).

Prior to the Conference, there were several side-events held at the United Nations University. Abel Caine was invited to chair a panel at the Youth & ICT for Development event, and to deliver a presentation at the Pacific Islands & WSIS side-events.

Although the official name of the Conference was the WSIS Asia Regional Conference, a concerted effort by members of the WSIS Pacific mailing list resulted in the use of the text Asia-Pacific throughout the entire Tokyo Declaration. A special mention must go out to the Pacific Islands individuals who sat through the interminably long Drafting Committee sessions to ensure the Islands Paragraph was retained and strengthened. The paragraph as adopted by the Conference reads as follows:

"Special circumstances of regional Small Island Developing States: These countries, vulnerable to environmental hazards, and characterized by small, homogenous markets, high costs of access and equipment, human resource constraints exacerbated by the problem of "brain-drain", limited access to networks and remote locations, will require particular attention and tailored solutions to meet their needs."
